Borough and township · local example
Shippensburg houses, from the borough grid to township wells
Shippensburg straddles the Cumberland and Franklin county line. The borough has a walkable center and a university. The townships around it spread into farms, older houses, and newer ones on their own water. Whether the house is in the borough or out in the township, the House File keeps the details of staying put straight. MOSES is not open, does not manage rentals, and does not have an office near campus. For now it is a waitlist.
The split that matters is borough versus township, and it has to be answered for the address in front of you. In town, public water and sewer are the usual case, with brick houses and basements. Write both shutoffs and the heat source anyway. Outside town, check before you file a guess: a well and pressure tank, a septic field under the yard, and heat from oil or propane because a gas main never arrived. Those facts — water source, wastewater, fuel, and the vendor for each — are the core of a Shippensburg House File. A manual for a gas furnace you do not own helps no one.
Winter, vacant weeks, and rentals near the university
The cold season is long enough to freeze an unheated addition and to drop snow on a porch roof. Exterior faucet valves, heat left running for a vacant house, and the plow contractor’s number belong on one page. Student rentals add a specific mess: an owner who lives out of town, a lockbox code that changed, and a maintenance contact nobody can find late at night. The House File is a way to hand over shutoffs, the water-heater age, and the filter size without a phone tree. It does not replace a lease, and it is not a property-management service.
Older buildings on the main streets often put a shop or an office at the sidewalk and rooms above. Stone and brick hold cold. A boiler service record matters more than a thermostat screenshot. If the shop and the apartment share a water valve, say so in the first line, because that is the fact everyone learns too late.
